<p style="text-align: center;">Do you think proposals in the SEND Green  Paper will   make a difference to children and young people with physical disability?</p>
The government is consulting on the proposals in the SEND Green Paper. We invite comments to help shape pdnet’s national response.

Summary The Government’s SEND and alternative provision green paper, sets out its vision for a single, national SEND and alternative provision (AP) system that will introduce new standards in the quality of support given to children across education, health and care. It identifies a range of issues along with helpful principles about how to improve the national SEND picture through a single and integrated system: <u> https://www.gov.uk/government/consultations/send-review-right-support-right-place-right-timeIt </u>. Proposals include:

  • Setting new national standards across education, health and care
  • A simplified Education, Health and Care Plan (EHCP) through digitising plans to make them more flexible, reducing bureaucracy and supporting parents to make informed choices
  • A new legal requirement for councils to introduce ‘local inclusion plans’ that bring together early years, schools and post-16 education with health and care services,
  • A new national framework for councils for banding and tariffs of High Needs, to match the national standards.
  • Changing the culture and practice in mainstream education to be more inclusive and better at identifying and supporting needs, including earlier intervention and improved targeted support.

We invite comments to the Government’s consultation questions below - don’t worry if you  only respond to  a couple of the questions.  Alternatively, if you wish to share a longer response please email to: admin@pdnet.org.uk.  This is our opportunity to help shape policy which contributes to better life outcomes for CYP with PD.

Q3.What key factors should be considered when developing national standards to ensure they deliver improved outcomes and experiences for CYP with PD and their families?

Q4. What components of the EHCP should be reviewed or amended as we move to standardised and digitized version to ensure it meets the needs of CYP with PD?

Q5. How can we best develop a national framework for funding bands and tarrif to achieve our objectives and mitigate unintended consequences and risks for CYP with PD?
