I have had a number of young people with EB. Staff have lanced blisters in line with training and care plans drawn up and delivered by specialist nurses.

Yes with appropriate training from a healthcare professional staff can lance the blisters and provide assistance with dressings. They will also need somewhere appropriate in school for this to take place. For the pupil I support two members of staff travelled to Birmingham where the child's EB specialist nurses ran a training course. They do a couple each year - there is no charge for schools but ofcourse they have to make their own way there. My understanding is that there are 3 centres across the UK for EB so the first port of call would be to find out from parents where the pupil goes for his EB monitoring and then get in touch with the team there. They also provided a power point which could be shared with other members of staff to raise their awareness of the condition.
There is also quite a lot of information on the charity 'DEBRA' website which I found useful.
