In Hull we trade training (we run INSET courses throughout the year in moving and handling, Inclusive PE, Developing fine and gross motor skills; we also trade to schools in neighbouring authorities and moving and handling support to one of our special schools) but currently everything else is funded. We are under review at present so this may change! Our experience of trading services is that schools (usually academies) are very reluctant to spend money on SEND - unless specified in the EHCP. In Manchester we are part funded and part traded. The LA commissions the specialist schools to provide outreach services. All mainstream schools receive a core offer of support and can buy back additional support if requested. Some activities such as training courses, specialist assessments are also bought back services but we aim to cover costs rather than be driven by income generation.
